Regarding Genaral POA

Can a general POA given to a builder for developing a building under joint venture agreement supercides any right of a landowner with to sale of flats.

The PoA must have its terms and conditions acceptable to the grantor / executor.

No, Builder can't act or do anything  beyond the powers assigned to him.
