My wife is working as Junior work Manager (JWM) in defence Ordnance (4600) grade pay. She had recently applied for another employment (grade Pay) 5400. The organization has rejected application citing the reason " only 10% of direct recruited JWM" can be granted permission to apply for another employment. I wonder to see that it is a written rule in Defence ordnance. I wish to add one thing that Below JWM level and Above JWM level people are allowed to apply for another employment. The number of JWM are also in big number when compared to AWM. I had seen in DOPT norms that a person can apply for four times. Is it a violation of rule. What should I do. Please suggest.
The promotion of JWM is also slowest compared to any post within the organization.
