Sir I join GNCTD as LDC in 2008 in the year 2016 i was chargsheet in rule 14 in the year 1.1.17 my batchmate junior promoted as UDC later in the year 2021 to 2023 I was imposed a panalty reduction to lower stage in time scale of pay for two year with further direction to earn increment during the panalty periord and no effect on future increment it means panalty has non cumulative and I was in bona-fide believe that promotion and seniority will be given on backdate with juniors and lack of knowledge about DP so could not file appeal on the panalty period later 1.1.2024 I was promoted as udc instead of 1.1.17 and my junior batch mate further promoted to ASO on 1.1.25.i lose 7 year in department enquiry. Sir my question is that I got promotion and seniority with my batchmate or not or there is any relief from court i may expect.
