Hiree not returning items, not picking up calls or ans msgs

I had lent some costly mobile accessories and bluetooth items worth Rs. 20,000 to someone in north east. He said that he will return them through courier. But now it is more than 6 months and he hasn't returned those items and he is not even picking up my phone calls or answering internet messages. 

 

It is possible that he must have broken or damaged those items. 

 

My queries are:

 

1.) Is this a civil or a criminal matter? If a criminal matter then what charges can be filed against him?

If civil then what laws apply for this?

2.) What is the time limit to file a criminal case against him?
