File complaint in consumer court to get refund of your money.

1. You can write a follow up email to the concerned helpline and chairman.
2. Write/call to MCC regarding delay in refund.
3. Send demand notice through advocate and if they do not satisfactorily reply file a consumer case, though sending legal notice prior of filing case is not mandatory.

However, you should not take a chance to apply and pay for current year's NEET.
Consult a local lawyer for recovery of the security amount already paid for last session.
