Aop of building apartment in mumbai

I am staying in a flat in 7 story building apartment in Mumbai city. As this was SRA building but the builder did not allot flats to the SRA members, we could not register our society. Till last 20 yrs we used as "Proposed" word in the society for all bank A/c & other matters. But with the complaint from the land owner (who is also staying in the said building), the bank freezed our old bank accounts & Fixed Deposits and asked for proper registration & documents.

All the members (tenants) got afraid and made a new APO of the building members in this year with new bank A/c. But when any member wants to sell the flat, the AOP do not give proper and clear NOC to the buyer & seller, especially which is required for applying housing loan. Instead it's asking for an undertaking from new buyer that he will not avail any loan on he flat. Also if it's just AOP to run the building maintenance, how can they charge big amount of name transfer fees. In my opinion all these have to be documents in the AOP proposal and further meetings with members agreement.  

What can we done in such situation?
