Transfer of mhada house from deceased father to mother

I'm looking for advice regarding the transfer of a MHADA flat into my mother's name following the death of my father, who died intestate. I have been asked to get a court-issued Legal Heirship Certificate. Can a Family Arrangement Agreement or Release Deed be accepted by MHADA. Any guidance or references to relevant government notifications would be greatly appreciated.
