Can a nominee put a flat on rent?

Flat owner died leaving behind children's all above 25yrs.

Now one of child wants the flat transferred on his name based on the nomination form and then wants to put the flat on rent.

Other Child is claiming 50% ownership and is requesting committee not to transfer the flat to the nominee.

Should committee transfer the flat to the nominee?

If flat transferred to nominee can nominee put the flat on rent? (specially when there is a claimant - sibling?)

Note: Siblings are NOT in talking terms, property is in Mumbai and family in question is hindu.

All the children are equal rights  on it. Nominee is only like agent .Society  did correct manner. So better to solve the problem amicably .
