Transfer of ownership of flat without nomination

You have to obtain legal heir certificate from the tahasildar (revenue officer of State revenue department) and submit an  application along with the certificate in the society office.

my socity is coperative society & is defaulter in list.bez there are some dues lying on society from last many years. we had  a property in name of my father who has last year expired .now tell me how can i transfer this property into my mother name or my own name .we are 2 sister both are married .bez i dont have brother.i go to authority they told me go to noide court for all this i am very much confused what to do.since my mother is not felling well but i want to transfer this property into my name and nobody having oblection in this.but the way i cant find out.property of delhi housing cooperative society appart,ment in pitampura.kindly suggest me what will i do to have proper paper and the flat should be tranfer into my own name.as from last 3 year i am living in this house with my mother to take care. every member sujest me to transfer but property agent confuse me all time .pl suggest me what will ido.i have proper residence proof of this adrress eg passport votercard .but for the long way i want to be secure.pl suggestme
