Rules for apartment assocaiton?

I bought flat in Pune in august 2012

it was 9 flat apartment

agreement to sale was done ,sales deed was done in 2014

but from 2012,chairman was taking maintenance wthout reciots

I gone to sahakar sanskul,thy said its not socity so cant do anything

without hiring lwyers etc ,how can I sort this issue and can I do after selling flat?

post your property on 99acre.com, no need society certificate to sell since there is no society as per your version.
