If he has not created a nuisance, generally Police may not take it seriously. There may be several medical reasons for collapse, and unless the level of alcohol is determined in a test, it can not be stated that he has fallen due to heavy intoxication. Generally police accept usual formalities and let him off with a warning if they are not too busy.
