I want to file a case against SDMC(south delhi municipal corporation) for not doing its duty in a lower court Delhi(without engaging a lawyer) on the following grounds-(A) I made several complaints against a particular primary school recognised by SDMC(the then MCD) for violating several recognition norms like not giving salary as per sixth pay commission(violating sec 10 of delhi school education act&rules 1973),not procuring NOC from fire deptt,having zero percent open area in school building,submitting fake building fitness certificate,residential use of school premises etc.(file attached)-------(B)a particular building is making its commercial use (by running a play school) without any permission from SDMC.The building has already been booked under DMC act for unauthorised construction but SDMC has not booked it for its unauthorised commercial use despite several complaints.Could you provide me specimen draft of such cases and details of the procedure for filing a case.
