Learned members may please throw light on my following query...

 

Can substantive appointment in a service be done against vacancies generated due to creation of temporary posts ???

Thanks sir for your response. Here is the complete scenario

Organised Group A services of Railways have posts in various grades starting from Junior Time Scale to HAG+. But recruitment is only done at the lowest Grade wiz JTS (PB3+GP5400). Posts in various grades of services consists of both Permanent & Temporary Posts. Employees have been promoted (On Ad-hoc basis) from a permanent lower grade posts to temporary higher grade posts. As a result there are vacancies on permanent posts in JTS. By convention while calculating vacancies for recruitment it is the vacancies in JTS only which is taken into account. 

My query is that while sending indent to UPSC what number will be reported as vacancy??

1. Total vacancies in JTS

2. Total vacancies in JTS - Number of Temporary posts in Cadre

UPSC does not come in picture on ad-hoc vacancies.
