For the year 2006-07, the Registrar Orders a Special Audit in the year 2009..
The statutory audit for 2006-07 was completed.
The Registrar also orders a Special Audit for 2007-08.
The statutory audit for 2007-08 was NOT even started.
Was the Registrar within his rights to order a Special Audit for 2007-08 well knowing that the Statutory Audit had not been carried out.
Please advise with reference to proivisions of law.
