First u need to incorporate/Form a company under companies act 2013 with main object as  To carry on all or any of the business of dealers and manufacturers of all kinds of carpets, durries, mats, rugs, , blankets, shawls, tweeds, linen, flannels and all other articles of woollen and worsted materials and of all articles similar to the foregoing or any of them or connected therewith then you can get u r self registered under Factories Act

Conclusion is that a company can get itself registered under both companies act and also other applicable laws or act etc.
