Whether the land owner can sue builder of the property for unauthorised construction in the said property? it is to be noted here that Land Owner has already filed a complaint against builder under Maharashtra Regional Town Planning Authority .

And whether the land owner can sue planning authority, if the planning authority has illegally authorised the said construction !!

Yes land owner can sue builder if he doing or done unauthorized construction.

But suing plaining authority will be difficult as on paper they thing do as per bylaws.

yes planning authority can be added as party as how and on what paper they authorised builder

The Owner can file a civil suit against
1. The Town planning department.
2. Deputy Commissioner of that jurisdiction i.e. Concerned Circle.
3. Commissioner,Muncipal Corpoaration.
