Purchase of abadi plot in madhya pradesh

Dear Sir,

I am purchasing abadi plot from my neighbour.As land is not registered in any name in that area, only malba registry is required. Please confirm if this is coorect?

Is any prior permission required to purchase abadi land? Also, what are the formalities which needs to done.  Please respond.
