The PF member can file withdrwal form.

A nominee steps into the shoes only after death of subscriber.  What you have been doing to claim is not legal, as your claim should always be supported by original death certificate.

Now the procedure for claiming of PF is made most easy and on line, let your brother make his own efforts and keep distance from other's financial transactions, as it may backfire, if relations strain.

when nominee is alive then he can withdraw.

You just cannot.

No use wasting stationary and postage.

If the PF member is alive then under which condition you have filed withdrwal claim!
