My wife's flat dispute

MY WIFE HAD PURCHASED A FLAT IN 2007 THRU UNREGISTERED AGREEMENT OF SALE AND AN IRREVOCABLE POWER OF ATTORNEY. THE SELLER HAD PURCHASED THE SAME WITH REGISTERED SALE DEED FROM SUB=REGISTRAR FROM SECOND PARTY.

THE FIRST OWNER A LADY WAS EXPIRED IN 1994 HIS SON GOT THE HEIRSHIP CERTIFICATE FROM LOCAL COURT IN HIS WIFE'S NAME AFTER GETTING AFFIDIVATE FROM ALL THE LEGAL HEIRS AND COMPLETING THE COURT FORMALITIES.

NOW SOCIETY MEMBERS ARE NOT ALLOW TO CHANGE THE NAME SAYING INSTEAD OF HEIRSHIP CERTIFICATE THEY MUST GET THE SUCCESSION CERTIFICATE AND DECLARATION OF THE FIRST OWNER'S SON IN PUBLIC NOTICE IN A LOCAL NEWSPAPER THAT HER MOTHER MADE A WILL WHICH HE DIDN''T SUBMITTED AND AFTER SELLING THE FLAT HAS BEEN SHIFTED TO ANOTHER PLACE.

PLS SUGGEST US  HOW TO GET THE NAME CHANGE IN SOCIETY RECORDS.
