Gpa to a builder after registration of flat

All,

We have purchased a flat and got into a Agreement of sale for a flat. Nearly 300 people have purchased and we paid 90 % of the Cost.  Builder has got approval for Phase 1 and Phase 2 for construction upto 7 floors from CMDA as a single approval in Mar 2010.

 Based on this approval, he has completed Phase 1 and we all 300 belongs to Phase 1. He is supposed to get this registered on our name and collect the remaining 10% after registration is completed.

Now, He is going for revised approval of Phase 2, to construct from 7 floor to 19 floors. Since the revised approval from CMDA is taking more time, He is asking each one of us from Phase 1 to sign a General power of attorney which is unconditional, to allow him to build more than 7 floors upto 19 floors.

Without signing this POA to him, he is not willing to do the regristration for us. We have nothing to do with Phase 2 and it is his mistake in taking this as Single approval for Phase 1 and 2 and using the entire piece of land for Calculation and approval of FSI for constructing upto 19 floors.

What is the implecation of singing this POA which is GPA and no condition mentioned. We are concerned and we need some clarity from you, before proceeding further in signing PoA for the sake of doing registration of flat on our name.
