Dispute over auctioned plot

Hi,

Pls help/guide - as I have opt for a plot in the year 1998 under the open AUCTION bid. Total cost to be paid was 6.8LAC wherein post to 3 initial payments i.e 3 LAC, HUDA sends a notice as the said property under litigation and can't be alloted. It's been now 16 years while struggling with HUDA in lie of case as the said plot got litigation free after 10 years and now HUDA is denying to admit and allot the same to its original buyer. In 2009 they also offered POSSESSION LETTER but again later on they cancelled the same stating that it was issue by our staff Misaccidentally. As all this matter goes on for years and years; In 2011 Nov..I turned into a legal agreement  with a property dealer who assured me to get this case sorted out as he is having some Influential contact. He has paid me amount of 3LAC and assured in legal contract to bear all ongoing court expenses at his own. The biggest mistake that I did/realized under this legal contract non disclosure of expiration/termination. It's now been 2 year and that property dealer didnot turned up and never paid any court legal fees...that again I am paying till today as the case needs to be go ahead...

The contract was signed over 100 RS stamp paper and he keep giving excuses to delay the things...and even not agreed to terminate the contract.. 

Will any one help or give any suggestion in this case..as the situation is ASIS for me the questionable property dealer didnot doing any thing and keep giving excuses....
