Disciplinary proceedings in industry

It is an issue related to disciplinary action in industry.this industry is a central public sector and follows standing order act 1946.There has been happened an incident that certain employees were boycott a public meeting ,which conducted by managing director.thus managing director aggrieved and served explanation letter along with marked absent on that day to that employees.our standing order ensures in disciplinary proceedings that disciplinary action not taken without explanation ,whether it is satisfied or not .All recognised trade union jointly given a letter to MD with made objection against this action . but management not rejected this letter.At this juncture , How to defend this disciplinary action as an employee or a group of employees represented by a trade union.Also our standing order has provided a provision that trade unionist can made representation while on enquiry agsnist a served charge sheet.
please give suggestions to the above same

it also read , management rejected this letter instead of not rejected
