Can private land be declared as restricted for forest?

Hello

I pland to buy land in Thane District which has th history as follows:

1) The land was acquired by the forest department.

2) The owners challenged this acquisition and got the land back in their own names but the 7/12 extract states that the use of the land cannot be anything but forest.

Now is this legal that the forest department has set aside the use of this land for forest though there are no trees on the land?

What is the legal definition of forest and forest land?

Can this land be plotted and sold to different individual agriculurist?

Can small buildings be constructed on such a plot?

Can this remark in the 7/12 be removed legally and what is the procedure?

I would appreciate if any competent lawyer or person would answer this question and also contact me so that I could get legal services regarding this land.

Thank you and regards,
