Brouchure

Is  Brouchure a legally valid document at consumer court  which is a not even a cloured  one , just a print out on a palin paper.

Which is more valid Brouchure or Agreement of sale at consumer court , but  i was shocked to see that consumer court takes Brouchure more valid than Agreemnt of sale can any one provide any judgements regarding this , issue.,
