Infact, it is not so. Arbitrators have powers to ward of any delay tactics. They can pass award if any party does not file its reply - Waiver.
If arbitrator fails in his duty, he can be removed -
Once award is passed, any appeal has to be filed within 120 days max (90+30).
Any kind of tactics does not make it ineffective.
