Appeal against collector revenue in mehsool vibhag

My client is Ganotiya since 1950 onwords wants to be land owner as govt.of gujarat has earlier given circular for the same.but collector has not taken decision and denied and told in his order to make appeal in mehsool vibhag gujarat.

Kindly guide for the same.As in 1994 so many ganotiya in his area becomes land owner as sachiv - mehsool vibhag gandhinagar has passed order in their favour.

4. Reference Past Orders If possible, cite specific cases from 1994 where Ganotiyas were granted ownership.
