we have lot of land lying ideal without agriculture i many rural areas, can a small farmer with the help of government support can cultivate that land especially forest land to get his livelyhood . If so How can they?

Please state that how do you have a title over the forest lands; Forest lands cannot be cultivated by an individual and no government will support an individual farmer to cultivate the same.

Respected Sir,
Actually my father has a land in gujarat (agricultural) . But a 10km away their are lot of un cultivated land of government so can we buy it from government and cultivate. and we enquired but we heard that the land is forest . And as u said in replied message "Forest lands cannot be cultivated by an individual and no government will support an individual farmer to cultivate the same. so is that other than individual farmer can sow the land ?. Please explain
