should rti also have option of anonymous applications?

This is in reference to news of RTI convention being held: http://www.lawyersclubindia.com/news/Two-Day-Convention-on-RTI-begins-tomorrow-11609.asp

1) There should be an option to file anonymous RTI applications in view of recent killings of RTI activists. Ld. members please share your views.

2) There should be an option to file anonymous RTI applications over the internet and option to track the progress right till CIC

How can there be an anonymous RTI petition as an address has to be mentioned for sending the reply.

That is my question, in view of killings of RTI activists, does RTI needs to be amended so that the applicant is not required to mention the name and address. Instead he is given an acknowledgment slip.

if the acknowledgement slip is to be given to an RTI applicant, how it can be given-either in person or through post to his address. Then where is the question of anonymity.

The killers of RTI activists get the information about the identity and address from records of RTI application wherever it goes. In addition to the present options, can't there be another option so that applicant can come in person and collect the acknowledgent slip(just something like a token in banks) and also collect information personally at his own choice of date and time(without disclosing this date and time to PIO etc.).

After all all the information provided by RTI is open for public. Then why so much importance is being given to identity and address of the applicant? It is causing terror in hearts of RTI activists as they are being killed.

Yes Sir, it is practically feasible and can be drafted under RTI Act itself. After going through your this posting we have discussed and worked out. You can see the details very soon on website of DRF. Thanks for making our agenda a worthy.

Well then this will be something great and revolutionary contribution of DRF to empower the rights of people of this great country!!! Government is passing practically meaningless laws about whistleblower protection etc. When the whistleblower is anonymous his protection is greatly increased. One person can go and file application and get reciept/token like in banks, same person or another person with that reciept/token can get the information at his choice of time and date.

RTI is covered under freedom of expression and anonymous freedom of expression is a cornerstone of democracy. In USA, anonymous free speech is held by courts as a fundamental right under Constitution.

It is "Right to be informed' of a democratic citizen of a democratic nation since being ruled by the people. If a citizen do not know that what is going on by their representatives to whom they sent for leading the governance how can the people decide as to whether change the representative or otherwise? 1. If citizen is not being informed so no meaning of their voting rights and elections are blind. 2. The people being master if they do not be informed as to what is going on by their servants to whom the people given appointment for work according to their instructions through legislative / parliament so how can people hold the control over them? So at present this is going on, but no longer it will continue, now DRF is in existence. You can banned us here doesn't mean that the sky is banned for us. We are having rights and capacity to fly unlimitted as blessed by the great founder of world's greatest democratic constitution vishwa vandaniya param pujya Dr. Babasaheb Ambedkar.

A very good suggestion By Mr.D.I. quite feasible.

The Govt. should give an option of receiving RTI replies on E-mails.

An applicant could make a fresh E-mail I.D.  and then shoot the anonymous RTI and then get the scanned copy of reply duly signed and stamped from PIO from official E-mail I.D. whose printout may be considered a valid documentary Evidence.

This can further liquidify the chance of being identified while going and receiving the reply in person to post office any other Govt. Office.

I m not sure ,just fancyful, may be wrong also....

Indians are afraid of snakes . Indians are afraid of Gods . Indians are now afraid of being identified as a RTI Activists / a whistle blower. In my opinion whistle blowing is not the cup of tea for that kind of indians. Let's catch the bull by the horns . We know the neighbourhood and we almost sure of their ill-gotton wealth . Let crack down on them asking them to reveal their sources of income .Lets not get paranoid being identified. Mr Rajesh Darak and such people are their to look after the whistleblowers . When the whole country is reeling under corruption let's stop talking about being killed by a tiny section of politicians, IAS,com, IPS.com , Military Generals .com , Dharm ke Saand.com and so on. We will not stop now at anything . we need india to get rid of those Mafias in myriad forms .And we are afraid of our identity being known to those goons through IAS/IPS.com.
