  • bipin kumar says : Pay Fixation
Dear Sir, I, Bipin Kumar Bharati, am working with a CPSE having a Maharatna Status.I would like to draw your honorable kind attention to my case, which is rare, exceptional. I have lost all my hopes therefore finally; I am presenting it before you. Before Joining this CPSE, I was working with NTPC Ltd.(A Govt. of India Enterprise) with Basic Pay of Rs. 29,980.00 and DA Rs. 23,654.00. I was interested to work in Oil & Gas Sector. I qualified the written examination, appeared for the Interview and finally got selected. I was released from services of NTPC Ltd. on 02.07.2013 and thereafter I joined the new CPSE in the pay scale of 24,900-50,500 on 04.07.2013. At the time of interview I had submitted NOC from NTPC Ltd as per the general instructions of Advertisement. Also Before joining, I had submitted application regarding Basic Pay Protection, but the concerned officials assured me verbally that I would be done as the policy after joining. After Joining I applied for my Basic Pay Protection, but my request has been turned down stating, the reason that since I have joined at a lower Post, my Basic Pay can't be protected. I would like to inform you that; at the time of my application, written examination Interview, I was working in the same Scale (24900-50500) post. NTPC offered me NOC as I was applying for the same/similar post. I didn’t join for any reason of my own convenience. Had I been working at higher post at the time of application or Interview, then obviously I would have been at fault for applying at Lower Post. My Promotion order came after my submission of Resignation notice. Everything happened naturally and I didn’t join this join this CPSE at lower post for any personal convenience. It was purely my interest to work in Oil & Gas Sector with the best Public Sector of my Country. On the date of my release from service of NTPC Ltd. my pay scale was 29,100-54,500. Further, my leaves (EL-143 HPL) Gratuity contributing to Rs.3, 79,426 has been transferred @ Basic Pay of Rs. 29,980. But now my basic has been fixed at Rs. 24,900 So, financially it would be a great loss for me in the long term. Also my PPF contribution of Rs. 5, 41,699 has been transferred. Sir, since I have served a Maharatna PSU (NTPC Ltd.) for approximately 5 years before joining the new CPSE. Which is also a Maharatna PSU; at least my Basic Pay should be protected. I didn't request for any higher scale or any higher post, I merely requested to protect my basic Pay ( Rs. 29,980) which I was receiving at NTPC Ltd. Since both the organizations are CPSE; it’s my humble request to you to acknowledge my case regarding basic pay protection and help me for any guidelines and circulars from DPE regarding Basic Protection from one CPSE to other CPSE.
