Why is 'khatedar' mentioned in all mutation entries?

In agricultural land mutation entries, the word 'Khatedar' is mentioned ahead of 'Kashtkar' owner details. Is it normal as it is mentioned in all random records checked, or this signifies rights ? please clarify why is it mentioned

khatedar name will be dispalyed as long as ownership not changed.. punjab land record
