It shall be appropriate to get proper legal opinion from a very able local senior counsel of unshakable repute and integrity specializing in revenue/property/civil/testamentary/DRT/SARFAESI….matters before signing or making payment.
This may cost some FEE but can defend long term interest and hard earned monies.

The paper in your hands is not registered sale deed.
It may at the most be an agreement to sell and/or receipt of FnF payment.
Still the conditions attached with said ST land should be examined.
Generically speaking; if ST land surrounding said plot that you want to claim as in query, were converted then the owner as in your case may also get approval.
Meet ST land owner and with help of local counsel get approval first and register in your name.
In future avoid such transactions.
