Self defence

If X is under surveillance of Govt security agency? Information thus obtained by agency is misused and Y seeks private information from agency and creates conspiracy. In this way Y tortures X continuously as Y seeks information regularly. Misuse of information has created a danger to life of X due to Collective Crime Behavior. If a crime is done against X anywhere its large impact as several similar crimes being committed in other places. Y knows that life of X is under danger and threat. Any crime of Y against X can endanger life of X. In this way Y one day tortured X physically. X manhandled/assaulted Y as no action was done against Y for his previous offences committed regularly. Is it self defence of X as security agency has all information of X and thus all acts against X are informed to police but no action done and danger persists.

Prima facie it is a hypothetical story, however, if the statement is true consult and engage a local prudent lawyer for proper appreciation of facts, anlayse, guide and proceed.
