Rti - section 11

Hi, I filed RTI application to get copy of wife's police complaint against me and my family. It was denied citing section 11 of RTI. If the complaint is against me, then I am a party, how it can be denied by saying 3rd party? Please help to file appeal.Share judgements/arguements in support.Help
