Residential Project on MIDC Land

Hello Everyone. Can anyone tell me how to find out to whom the flats have been sold in a residential complex built on MIDC Land? This project is approved by MIDC in the name of support services to IT Park. And as per the rules and regulation the developer cannot sale flats to people who are not associated to IT Industry. But the project is freely being sold to people who are not associated with IT industry. Can anyone tell me how can i prove the illegal things carried out by the builder by selling of flats to Non IT proffesionals?
