Registered Will - is probate must

i have Registered will in 1984.testator is HINDU- widow lady-given to THIRD PARTY( no legal heirs )  she died in 1991. after that  in Municipal corporation & society  Name Changed on the name of Beneficiary - earlier in 1995 application given to revenue dept for name change in land records but they denied application & demanding the Pedhinama of testator - Now the problem is that no heirs lady have & third party ( beneficiary of will ) don't know the relatives of the testator.

how it will change the name in land record ?

Dear all experts I didn't getting a road through your advise Porpety owned by hindu lady widow - No legal heirs behind her -she made a third party will in 1984. She expires 1991 There is no relatives detail available who made a will. Now third party wants to change his name In property paper &revenue records Pls help
