Generally residential properties do not allow commercial activities / parking in the complex.
What type of association / Society it is there and what are its bye-laws on the subject ?

It is an ownership housing society and there is no bye-laws on the subject. Want to know, is there any legal action can be taken?

There is no such legal terminology of "ownership housing society" as stated by you.
When there is some "new" issue relating to the members, which is not part of existing Bye-Law of the society it is required to be deliberated and approved by its AGM.
