Property subdivision case , opposite party involving police

I have purchased acre 0.81 cents from total of 2.34 Acres , the remaining 1.63 acres was purchased by a person who  owns a college which is nearby to my land. He wanted to purchase the land from my vendor , since he is an hardcore litigant he has filed a suit against my vendor that the subdivision affected by my vendor is not correct and the subdivision should be done according to his document's four boundaries. unknowing the pendency of the suit i have purchased the land and he have impleaded me in the suit. Stating the pendency of the suit he has used the police and prevented me from entering the land and do any development work in it. I filed a not to harass case against the assistant commisioner but in vain.Recently after two years of waiting i have filed a memo that out of disgust i have no objection that the suit may be decreed according to his wish. The judge posted another date for objections from his side. after 10 days today his advocate appeared for hearing and cooly said that he was not aware of my memo and he need another 5 days to file the objections. my question his when i (defendant) have agreed to the plaintiffs prayer the why the judge is not posting it for orders or give an order.Instead he is posting for another date.the intention of my opposite party is to drag on the case and the judge is cooperating for it.Is there any way to quickly  expedite the case and get an order.Is there any way to stop the police from interfering in my civil matters.I think there is a possibility that there is an understanding between the judge and the plaintiffs advocate. Is there any legal procedure to file a case against the judge for dragging on my case.please advice.

If you feel that the judge is acting in a manner showing partiality to one side alone and is not following the law properly, you may file an application for transfer of the case from this court to some other similar court within the same limits. Or if you have clinching evidence to prove that the judge is involved in corrupt practice, you may make a complaint against the judge to the vigilance department of the high court.
