Pil for properties under litigation

I am keen to raise a Public Interest Litigation (PIL)

Namely

Properties Under Litigation.

When the Property is in the court for more than 730 days (2 years) 

The property will be handed over to the Horticulture Department of the State or D!istrict for Administrative and Commercial use, from the 731st day upto

- the 1825th day (5 years) 

- Or returned to the rightful owner within 60 days from the resolution of the case.

In case the litigation goes on longer than 1824 days.(5 years) or 10 years.

The property will then be handed over to the forest department for use by the forest department until the litigation is complete within 9124 days (25 years.) 

After the 25th Year on the 9125th day.

The property will become the permanent property of the forest department. 

Since all the land at one time originally belonged only to the forests and the forest gives back to all life unconditionally.

If public interest is not involved then you can not file PIL.

It is very likely that the PIL would be junked. 

With due respect to you, the PIL appears to be ridiculous, to say the least.

It is better to contact and consult a local tutor / guide for hypothetical time pass subjects.
