Non occupany rent

HI ,

I had purchased flat and it on rent now.

The Society has been registered and society chairman is saying "If the flat is on rent ,then it come under non -occupant and will have to pay 200/- month non occupancy charge excluding maintenance.

Could you please guide me .

 Whenever the flat-owner or flat holder himself or herself is not occupying the flat in the society and allow some other person to occupy the flat, the society is entitled to charge the non-occupancy charges. Such non-occupancy charges should be normal.

The Occupany Rent is decide by society  OR it is something fixed amount decalre by Government.If so please let me know the amout structure for 1/2 BHK respectively.
