Non banking listed company offering loan

Please advise if a public listed company on the stock exchange can issue letter of funding to a Pvt Ltd company without having any previous dealing with the said company and the said company has no assets of its own to secure the said loan and that to free for a period of 3 Months (here share holders interest is not being protected)
