Need advise

Can an association file a suit on builder for illegal construction after 3 years of construction as completion certificate was not given to association.

I want to register a Educational Trust in Assam. But in Assam no Public Trust Act is available, So how to register a Public Trust in Assam? Can it be possible to register a Public Trust in ia state  where public Trust Act is not available.
