Mental harassment and non clearance of f&f dues

Hi, My Spouse was working at a architecture company based in Gurgaon. During hiring process he was offered a position at Gurgaon location but later at the very first day of joining he was asked to travel to Assam for 3-6 months, which got further extended for an undue period. During his posting he was not given proper treatment by the managers. neither a food allowance as per contract nor a proper conveyance. He complained continuously to his HR department but their wasn't any action taken against the said Manager neither they did changed by job location. During this 8 months of on site work he was not allowed to take a singe day leave, after continuous request he could finally get leave after 8 months. He had applied for 22 days leave (including weekly offs) which was not approved in writing but a train ticket was issued to him by the company to travel back to Delhi. Due to flood situations all the trains were cancelled, he was completely isolated; his manager was not ready to take any action so finally he bought a flight ticket at his own cost to fly back to Delhi. During this period he had made it clear that he won't be joining back to Assam and should be working from Gurgaon as per employment contract but when he resumed Gurgaon Office on the said date he was not given any work, neither a desk to sit on and was left to sit on idle for 2 days without any work, his manager refused to see him and humiliated him in front of all employees. Later to his surprise he got to know from colleagues that only 3 days of Leave was approved and rest of the days were Leave without pay. He sent several mails to manager and HR but seeing no action he resigned from company and asked to do his full and final settlement. He was willingly serving his notice period but management forcefully relieved him on very 2nd day of resignation. Now, it's more than months they haven't cleared his dues neither was responding to his mails/msgs. Finally he sent a legal notice to the management and after lot of follow ups they did send a mail of Full & final settlement with scan copy of cheque and asked him to accept the cheque. The Pay days calculated in the cheque is less, they have not paid my leave balance nor any DA or food allowance as per agreement. They also did not take any action against the Manager who was abusing him and humiliated him during his tenure. What actions he can take against them in this case, request your help please.
