Maintenance charge not paying by the owner or the tenant

Hi,

We have formed a co-op society for our building. The tenants at the ground floor are refusing to pay the maintenance charges and even the owner is refusing to pay the charges. They say they are not using the lift and so it is not for us,

Due to over usage of water we have to get clean the sewage tank twice every week and that is an additional burden on all the members of the society.

Also the society had planned to paint the building this month. This too had to be dropped as the tenants on the ground floor refused to part with the charges.

Please let me know how to solve these problems as we need to get the money from them.

allowable maintenance charges only applicable to ground floor tenants. It means no lift charges.
