Is this unfair trade practice under consumer laws?

Respected Lawyers and experts,

An online shopping site has taken my order and payment and emailed me that it will be delivered in 15-20 days. It’s a month gone and there’s no delivery or dispatch.

While dispatch delays may be acceptable, they are not responding to emails/WA msgs and they have kept their contact phone switched off.

This behavior contradicts with their mission statement.

Is this case good enough to be considered as unfair trade practice to be raised on consumer forum as a formal case under consumer protection act 2019?

Thanks
