Crpc provision query

Can someone tell me what provision under CRPC is applied that would allow court commissioner to come to the house of handicap person to take statement for filling case purposes ?

There is no such provision where Court Commissioner will go to somebody's house to draft written statement for a case, on the other hand, the handicapped person should hire services of a lawyer who will draft such, take signature of the handicapped person and then file it in court of Law.
