Counting of past service as lecturer

Dear Sir I have to bring my case in front of you for suggestion. Sir I was appointed as full time lecturer in Ratnam College (Affiliated to Mumbai University) on 14th July 1999 till 30th Apr 2000.This was approved service. Later on 22nd Aug 2000 I joined S Nijalingappa college, Bangalore(Affiliated to Bangalore University) and served till 2nd Jan 2006.This is non approved service. On 4th Jan 2006 I joined KTHM College Nashik in Nongrant section but service was approved by University of Poona.Till 21st Apr 2016 I served in nongrant section and later on 22nd Apr 2016 got appointed in grand in aid section till date. I have two question.. 1. Will my previous service gets counted for CAS promotion for teachers (College and University) 2 .Am I eligible for old pension scheme as I was appointed in 1999.Please suggest So my question is will this be useful in counting of past service for promotion
