claiming benefit of previous experience

Hello! I was working in a govt. organization in the pay scale of 8000-275-13500. I worked for four years and my last basic during resignation was Rs. 9100.00. Now I have joined an academic institution in the same pay scale. The only difference is that now the pay scale has been revised by the 6th pay commisiion. The revised pay scale is 15600-39100. However, in my new service I have not given any benefit of my previous experience.

No increment is given for the previous service. Whereas some other employees have been given some additional increments for their previous experience.

Please advise me whether I can approach high court, chandigarh. Please cite some judgements in similar cases.
