Claim on deceased father agricultural land property which my mother transfer to at will as per upzamindari abolition and land refoerm rules prior to 2008 due to physical illness due to cancer

Sir, I am two sister and my father in govt. Job and purchase two land of agricultural in nature in 1992 and 2000 and constructed a house in one piece of land then after he died without will in 2007 after that I only in one page wrote a nominee to my mother and sign as a naib tehsildaar said in 2009 my sister not sign as she got married as I thinks but in 2013 my elder sister husband transferred all movable and immovable property in his name from my mother as registered vashiyatnama in my own house when I am outside through two witnessed who are friends of him and non local at that time I am unmarried .sir someone says that prior to uttar pradesh zamindari abolition and land reform amendment 2008 a widow has absolute power if male is not there and thus she do what she wants to do with that and hindu succession act does not application where state laws are applicable . so what i do to claim on agricultural land .
