Once when your services are terminated, there is no such need for any such letter.  Just approach an advocate and demand for original qualification certificates which were retained illegally treating them as security and for harassing employee.

You may demand in writing (yourself/ through lawyer) the original documents lying with your employer immediately. However, it is pertinent to mention that any employer is not liable to keep any original documents of any employee.
