Appointment of principal in government colleges

Eligibility Criteria for Appointment of Principal as per UGC guidelines are:

  1. Master’s Degree with at least 55% marks(or equivalent grade in a [point scale where ever grading system is followed) by a recognised University
  2. A Ph.d degree in concerned / allied/relevant discipline(s) in the institution concerned with evidence of published work and research guidance
  3. Associate professor /Professor with a total experience of 15 years of teaching/research/administration in universities, colleges and other institutions of higher education
  4. A minimum score as stipulated in the Academic Performance indicator (API) based Performance Based Apprisal System (PBAS) as set out in theis Regulation in Appendix III for direct recruitment of Professors in colleges.

Can any one clarify the term "Evidence of research guidance"? 

If any one has supervised a part of some research work leading to Ph.d and the HOD or Dean of the department has certified that the person has supervised  a part of the research work then will it be considered as the evidence of research guidance for appointment of Principal?

As the directive is from UGC, it is UGC that has to clarify this point for authentication and one can not interpret this stipulation in his own way.  Please file RTI Application in the form of a letter with Postal order For Rs.10/- fvg: Accounts officer, UGC payable at New Delhi and seek information as follows:
